Vice City is where Rockstar invented modern business ownership. This article documents how the system actually worked in both Vice City (2002) and Vice City Stories (2006).
Vice City (2002): the original ownable businesses
Vice City introduced ownable storefronts: ice cream factory, taxi firm, strip club, car dealership, film studio, printworks, boatyard, and Malibu Club. Each property unlocked a string of dedicated missions. Once those missions were complete, the property generated a steady passive payment that accumulated in the safe.
Vice City Stories (2006): Empire Building
Empire Building added defence, tiered investment, and business-type classification (Protection, Loan Shark, Prostitution, Drugs, Smuggling, Robbery). Players seized empire sites from rivals, then upgraded them through three tiers, each unlocking new missions and increasing income.
Why this matters for GTA 6
Returning to Vice City invites Rockstar to revisit the original business template. Empire Building's tiered-and-defendable structure has been refined and shipped repeatedly in GTA Online. A modernised return is one of the strongest single design predictions for GTA 6.
